Chief Information Officer (CIO) Ukraine

Your Role

This role is the technology leadership position responsible for building and launching the IT function for a new digital bank in a new market. As CIO, you will shape and execute the technology strategy, leading infrastructure, cybersecurity, cloud, and core systems setup from the ground up. You will ensure a secure, scalable, high-performance platform and drive innovation as Fintech Farm expands globally.

What You Will Be Doing

• Define long-term global IT strategy aligned with business goals and neobank expansion roadmap
• Build scalable, secure, high-availability systems for multi-region deployments
• Lead digital transformation initiatives across the organization
• Oversee hybrid cloud environments (AWS / Azure / GCP + on-prem)
• Ensure resilient multi-region deployment, DR/BCP, FinOps practices
• Build and govern infrastructure platforms across all markets
• Own cybersecurity strategy end-to-end
• Implement ISO 27001, PCI DSS, SOC2, GDPR
• Champion security-by-design and OWASP API Security
• Collaborate with regulators across multiple jurisdictions
• Build scalable data architecture for real-time analytics and AI
• Ensure data governance, lineage, privacy, secure data exchange
• Oversee enterprise systems, identity management, IAM/SSO, endpoints, MDM
• Lead development & maintenance of mission-critical systems and middleware
• Ensure reliability through SLI/SLO, monitoring, distributed tracing, logging, incident management
• Drive initiatives in AI, automation, blockchain, ML-based decisioning, intelligent routing
• Identify and adopt emerging technologies to improve product and operations
• Build relationships with core banking vendors, processors, cloud providers
• Optimize cost, contracts, long-term vendor strategy
• Lead distributed IT & engineering teams (30–50+ people)
• Hire, mentor, develop future tech leaders
• Embed large-scale agile practices (LeSS)

Your Experience

• 5+ years in fintech / neobanks / payments / issuing
• Experience with core banking systems: Temenos, SAP Banking, Tieto, local CBS
• Integrations with processors: Way4, Visa, Mastercard
• Building middleware between frontend and core banking
• 10+ years in IT, including 3+ years as CIO/CTO/Head of Engineering
• Managing globally distributed teams (30–50+)
• Experience building teams & systems from scratch
• Practical experience with LeSS
• ISO 27001, SOC2, PCI DSS — implementation & maintenance
• Working with regulators in multiple jurisdictions
• Security-by-design methodology
• OWASP API Security
• Hybrid-cloud, multi-region deployments
• DR/BCP planning, resilience engineering
• Kubernetes (HPA/VPA, StatefulSets, Ingress, operators)
• Service mesh (Istio/Linkerd — optional)
• IaC: Ansible (required), Terraform, GitOps
• Event-Driven Architecture
• Asynchronous transaction processing
• Event choreography vs orchestration
• Eventual consistency
• REST, OpenAPI, OAuth 2.1, OIDC, JWT
• API Gateway patterns
• Prometheus, ELK/Loki, OpenTelemetry
• SLO/SLI definition
