Overview

In this role you support a high-performing procurement team delivering strategic contracts across several councils. You will manage procurements from planning to award and implementation, and contribute to savings through contract management and innovative procurement. You work with cross-functional partners to develop tender documentation, evaluation criteria, and market analysis, while training colleagues and promoting best-practice. The position offers progression to Senior Procurement Officer within a dynamic local government environment.

Responsibilities

Deliver a programme of procurements including large-scale contracts, open tenders, and mini-competitions via framework agreements
Manage end-to-end procurement processes from planning to contract award and implementation
Develop tender documentation and evaluation criteria
Conduct market and supplier analysis to inform procurement decisions
Deliver training across councils and promote best-practice procurement
Drive cost savings through innovative procurement and effective contract management
Collaborate with senior leaders and stakeholders across multiple councils
Adapt to changing priorities in a fast-paced service environment
Work across shared service locations and support cross-council projects

Key requirements

Experience in managing procurement processes from planning through to contract award and implementation
Ability to develop effective tender documentation and evaluation criteria
Experience in market and supplier analysis and IT skills for procurement
Strong interpersonal and influencing skills; team player who supports others
Willingness to learn, share experience and champion best-practice culture
