As Principal Estimator, you lead multidisciplinary estimating teams to develop conceptual, FEED, and proposal estimates for large-capital projects. You will align estimating strategies with project objectives and Fluor best practices, guiding BOE documentation and reviews. The role requires mentoring junior estimators and collaborating with senior management, clients, and cross-functional groups to enable accurate, competitive cost outcomes. This position offers impact in shaping major projects and supporting business growth with reliable, well-supported estimates.
Responsibilities
Lead multidisciplinary estimating teams in conceptual, FEED, and proposal estimates
Develop and execute estimating strategies aligned with project objectives and Fluor practices
Prepare and manage Estimate Development Plans with deliverables and milestones
Coordinate estimating activities across Engineering, Procurement, Contracts, Construction, and Project Controls
Mentor estimators and support professional development
Prepare detailed capital cost estimates for proposals, FEED studies, and complex projects
Develop Basis of Estimate (BOE) documentation and manage reviews
Ensure estimate quality, consistency, and compliance with procedures and standards
Develop all classes of estimates per AACE International standards
Identify execution assumptions, risks, opportunities, and contingencies
Coordinate inputs from engineering, procurement, construction, subcontractors, and suppliers
Interface with clients, contractors, and stakeholders on methodologies and strategies
Present estimates and recommendations to Fluor and client senior leadership
Support proposal development and commercial evaluations
Develop home-office and construction budgets; create Control Budgets for turnover
Support benchmarking, forecasting, escalation, and productivity analysis
Champion continuous improvement of estimating databases, models, and escalation indices
Promote estimating excellence and standardization across projects and proposals
Foster a collaborative environment encouraging technical growth and career development
Key requirements
Degree in Engineering, Construction Management, Quantity Surveying, or related technical discipline
10-15 years of estimating experience in the EPC industry
Experience in oil, gas, chemical, energy, or industrial sectors
Led at least two FEED or proposal estimates with CAPEX > $500 million
Experience preparing and managing large-scale capital cost estimates
Experience leading multinational and geographically dispersed project teams
Strong understanding of direct and indirect project costs
Advanced knowledge of proposal and FEED estimating and project execution planning
Understanding of estimate methodologies, benchmarking, contingency development, and risk assessment
Working knowledge of project controls, cost engineering, procurement, and construction practices
Strong understanding of commercial contracts and proposal requirements
Exceptional verbal and written English communication skills
Strong presentation skills with senior management/client experience
Proven ability to lead cross-functional teams and influence stakeholders
