Treasury Manager

Overview

In this role you will lead Bradford Council’s treasury function within a transformed Finance service, shaping the organisation’s long-term financial resilience. You’ll collaborate with senior leaders to deliver a modern treasury management capability, driving continuous improvement and strategic insight. The position focuses on managing debt, cash, investments and regulatory compliance to support sound decision-making and sustainable growth. Responsibilities

• Lead the treasury portfolio management, including debt and cash balances
• Develop and deliver all aspects of the Treasury Management function
• Manage short and long-term cash flow, investments and borrowing strategies
• Build relationships with brokers, advisers and financial institutions
• Prepare, implement and monitor the Treasury Management Strategy and related reports
• Ensure compliance with CIPFA Treasury Management Code and Prudential Code
• Monitor treasury performance, market conditions and emerging risks with strategic insights
• Lead treasury accounting and reporting including working papers and disclosures
• Support internal and external audit processes and respond to audit enquiries
• Lead responses to treasury management consultations and regulatory developments
• Provide expert guidance, training and support on treasury matters
• Support and deputise for the Strategic Finance Manager
• Maintain accurate financial records and adhere to professional standards
• Support budget setting, forecasting, monitoring and financial analysis
• Lead technical accounting matters for treasury including IFRS, capital accounting and year-end closing
• Provide high-quality financial advice and strategic support to stakeholders

Key requirements

• Recognised CCAB qualification or recognised Stock Market qualification (e.g. CFA, IIMR, Securities Institute) OR studying towards similar qualifications OR qualified by experience
