Job Description
Costain have a unique opportunity for a Senior / Project Quantity Surveyor to join our West Winch Housing Access Road (WWHAR) for Norfolk County Council project.
Costain has been appointed to design and construct the West Winch Housing Access Road (WWHAR) for Norfolk County Council (NCC). The project is in 3 stages

• Stage 1 will involve detailed design, early contractor involvement (ECI) and on-site investigations, including gaining approvals from stakeholders
• Stage 2 will be to construct and handover the works into operations
• Stage 3 will be to maintain the environmental mitigation and biodiversity nett gain planting

The project team will mobilise in Stage 1 to lead the design and ECI with a whole project lifecycle approach. The team will deliver a design that enables a Safe, Efficient, Right First Time construction and efficient handover into maintenance, for both NCC and NH assets.
The new housing access road will connect the A10 to the A47 to the west of West Winch. Works will include

• 2.5km of new single carriageway associated active travel routes and roundabouts forming access to new developments and onto the A10.
• A new structure over the housing access road and modification of an existing structure on the A47
• Management of groundwater to enable installation of the drainage
• Management of utility works
• Modifications to the existing A10 improve active travel

The NCC project will also include works to enhance the A47 near to Kings Lynn, requiring 800m of dualling of the A47, a new roundabout to connect to the housing access road and reconfiguration of the existing Hardwick Interchange - all National Highways (NH) assets
As a Senior / Project QS, you are required to be commercially focused, confident in running your own packages as well as working effectively within a team. You will be joining a growing team working on a variety of packages across the lifecycle of the contract spanning multiple trades. Candidates will also be expected to cover all commercial aspects of their packages along with feeding into the overall project reporting cycles.
This role is required from project set up, procurement, delivery and all the way through to final account.
This role and project will provide scope for the successful candidate to grow and develop their skills across all aspects of commercial management.

Responsibilities
Key Responsibilities:

• Undertaking the efficient and effective management and issuing of accurate, timely and compliant notices and correspondence.
• Ensuring contractual and commercial risks and opportunities are identified to the Contract Leader.
• Preparation and agreement of applications for payment or the assessment & preparation of payment certificates.
• Maintaining registers of variations, delay, extension times and claims.
• Compliant and consistent implementation of the Company's commercial policies and procedures.
• Assist with preparation of monthly progress valuations and claims for work completed.
• Interfacing with Customer's commercial and project teams.
• Produce pre-Contract tender negotiations & reports where necessary.
• Produce monthly cost reports, forecasts, and Contract Leader Reports.
• Review value management and advise on Risk management.
• Prepare supply chain enquiries, negotiate, administer, and finalise / close out supply chain contracts.
• Plan and implement change management and cost control.
• Monitor and update supply chain procurement plan including benchmarking
• Ongoing liaison with site team, supply chain and Customers' representatives.
• Provide contractual advice to the project / site team as and when appropriate.
• Maintaining awareness of the different construction contracts in current use.
• Understanding the implications of health, safety, and environmental regulations.
• Ensure all health, safety and environmental risk situations are brought to the attention of Contract Leader / Project Manager.

Knowledge, Skills, and Experience
Essential:

• Understand the inter-relationship between time cost and commercial aspects of the project life cycle.
• Post-graduate commercial experience in the construction industry with demonstrable track record of achievement
• Demonstrable financial and commercial acumen.
• Practical approach, logical thought process and a methodical way of working.
• Cradle to Grave Procurement experience across multiple forms of contract and trades.
• Extensive experience of setting up and/or operating office management systems including filing systems and document control and distribution.
• Extensive experience of technical minute taking at contractual meetings and able to demonstrate the ability to collate information, prepare reports, payment certificates and interim financial reports and closeout reports.
• Extensive experience of drafting effective contractual correspondence and the facilitation of collaborative solutions
• Proven negotiating and team-working skills with the ability to motivate and lead a team
• Strong analytical skills
• Demonstrable legal, contractual and construction knowledge
• Confidence and ability to assert influence

Desirable:

• A creative and innovative approach to problem solving.
• Experience of developing & implementing procurement and contract strategies

Qualifications
Essential:

• Holds an RICS / CICES accredited degree

Desirable:

• Senior Quantity Surveyors will hold or be nearing completion of Full Membership with RICS / CIEC
