Location: Walsall / Remote Working
Pay: £322.85 per day PAYE
Contract: Initial 3 months
Hours: 37 per week
Working Arrangement: Predominantly remote working, with mandatory office attendance in Walsall and occasional site visits. Exact attendance requirements to be confirmed.

About the Role
LYNX Employment Services are recruiting an experienced Category Manager to lead procurement and commercial activities across Construction, Facilities Management (FM) and Waste Services.
This is an excellent opportunity for an experienced procurement professional to take responsibility for strategic sourcing, contract management and supplier performance within a local government environment.

Key Responsibilities

1. Develop and deliver procurement strategies across construction, FM and waste management categories.
2. Manage end-to-end procurement processes, including tendering, evaluation, contract award and supplier engagement.
3. Ensure compliance with public sector procurement legislation and internal governance procedures.
4. Identify opportunities for cost savings, improved commercial performance and value for money.
5. Analyse expenditure, supplier performance and market intelligence to inform procurement decisions.
6. Work closely with senior stakeholders to understand service requirements and develop effective sourcing strategies.
7. Support contract management, performance monitoring and supplier relationship development.
8. Provide guidance and leadership to procurement colleagues, supporting best practice and continuous improvement.

Essential Requirements

1. Significant experience in category management or strategic procurement.
2. Strong procurement knowledge across construction, facilities management and/or waste services.
3. Experience delivering complex procurement exercises and managing contracts.
4. Knowledge of public sector procurement legislation and procedures.
5. Procurement Act 2023 (PA23) training.
6. Strong commercial awareness, negotiation and stakeholder management skills.
7. Experience developing procurement strategies and achieving value for money.
8. Ability to work independently and manage competing priorities.

Desirable Experience

1. Previous experience within local government or wider public sector procurement.
2. Experience managing procurement frameworks and formal tendering processes.
3. Relevant professional qualification or equivalent experience.
4. Experience supervising or mentoring procurement colleagues.
